With 1.8 billion people still lacking access to clean cooking, the global community faces a critical juncture. As the High-level Political Forum (HLPF) reviews progress on Sustainable Development Goal 7, the United Nations is launching a decisive new strategy to bridge the gap between policy promises and real-world results.

On July 8, 2026, UN-Energy, in cooperation with Liberia, Uganda, and the United Kingdom, and supported by the World Health Organization (WHO) and the World Bank, will convene a high-level regional dialogue, “From Commitment to Implementation,” at UN Headquarters. This event marks the official launch of the Clean Cooking Substantive Priority, a unified framework designed to harmonize the efforts of UN agencies, financial institutions, and governments.

Why this matters now

The window to achieve universal clean cooking access by 2030 is narrowing. Current trends suggest that without a substantial acceleration in action, the goal will be missed, perpetuating severe health risks from household air pollution and hindering gender equality and climate progress. The extension of the UN Decade of Sustainable Energy for All to 2030 underscores the urgency of this moment.

A new approach: coordination and country ownership

The CSPP initiative moves beyond fragmented projects to a coordinated, country-led approach.

Key highlights of the launch include:

  • The country support repository: A new, centralized digital catalogue mapping all available UN tools, technical assistance, and financing options to help governments eliminate “cooking poverty.”
  • Regional action platforms: A shift toward pooling resources and expertise to provide a single, coherent package of support tailored to national priorities.
  • Global-local synergy: Simultaneous satellite events in New York and key regions will connect global strategy with local realities through country spotlights and multi-agency panels.
